Assemblyman Will Barclay was elected in 2003 to serve the 124th District, representing parts of Oswego and Onondaga Counties.  An attorney and businessman, Mr. Barclay is a partner in the law firm of Hiscock and Barclay, specializing in business law. He also serves as a board member of Panthus Corporation and QMP Enterprises, Inc.  In addition, Mr. Barclay is a community volunteer, serving on the board of directors for the Friends of the Rosamond Gifford Zoo, the Everson Museum of Art, and Northern Oswego County Health Services.  Assemblyman Barclay is Assistant Republican Leader and serves on the Corporations, Authorities and Commissions, Ethics and Guidance, Insurance, Judiciary and Ways and Means Committees.
