State Regulatory Review Council

Creates the New York State Regulatory Review Council and expands regulatory impact statements, requiring that any new or amended rule or regulation submitted by a state agency (unless critical to the health, safety, or general welfare of the state) must be approved by the NYS Regulatory Review Council, and that potential benefits outweigh the potential costs.
