Increase NYS Agricultural Products’ Profitability

Establishes a special license to sell and ship New York wine in combination with other state agricultural products in gift baskets, in order to promote Empire State agriculture. Also creates a tax credit for wine bottling, packaging, and labeling expenses of New York State wineries.
