Health Savings Accounts

Authorizes “Freedom Policies” to foster the development of Heath Savings Accounts in New York which would provide a choice for citizens seeking new and innovative ways to manage their health care costs. This would be done by exempting insurance policies that are qualified for use with Health Savings Accounts from some mandated benefit requirements that normally apply in the state, which has been authorized by federal law since 2003. Continuing Education for Small Business – Establishes a tax credit for on-the-job training, which would provide incentives for businesses to provide on-the-job training for their employees to improve their skills.
